IMSMA Officer – Information Management System for Mine Action
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis.
With extensive expertise, MSB collaborates directly with various organizations, including the UN and EU, to enhance their capabilities in responding to crises, conflicts or other disasters.
We are now opening our roster for ten qualified IMSMA Officers interested in working with us within Humanitarian, Resilience and Peace support operations.
When deployed as an IMSMA Officer the mission length is normally six months up to one year at the time.
Upon request, MSB's mandate is to provide support and enhance the capabilities of international aid actors by deploying skilled personnel and equipment within the Mine Action Area. MSB's expertise focuses on mitigating the risks of mines and unexploded ammunition for the exposed population. This involves conducting activities related to risk analysis, information management, manual and mechanical clearance and offering technical management support. At present, MSB have the capacity and equipment ranging from, rapid response EOD kits, mechanical resources (armoured wheel loaders), and several expert categories, including Team Leaders, EOD Operators, specialist trained nurses, Weapons and ammunition specialists (Weapons and Ammunition Management - WAM) and IMSMA Officers.

MSB öppnar nu resursbasen för tio IMSMA Officers som är intresserade av att delta i internationella insatser. MSB arbetar inom humanitärt bistånd, tidig återuppbyggnad, katastrofriskreducering och civil konflikthantering.
En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser.
Insatstiden för en IMSMA Officer kan variera men är vanligtvis sex månader upp till ett år.
MSB ska kunna stärka internationella biståndsaktörer med kompetens och materiel inom min- och ammunitionshantering. MSB:s insatser inom minhantering innebär att reducera riskerna med minor och oexploderad ammunition för den utsatta befolkningen. Förmågan består i att genomföra insatser avseende riskanalys, informationshantering, manuell och maskinell röjning, samt bistå med tekniskt ledningsstöd samt annan stödjande personal. MSB har bland annat snabbinsats kit, maskinella resurser (bepansrade hjullastare), samt flertalet expertkategorier, bland annat EOD/Ammunitionsröjningsledare, EOD-operatörer, specialistutbildade sjuksköterskor, informationshanterare, vapen- och ammunitionsspecialister (Weapons and Ammunition Management – WAM).

As an IMSMA Officer you are expected to:
• Build-up, maintain and improve the current information Management system.
• Create tools for data analysis and develop the process for easy and quick extraction of data from the system.
• Conduct regular visits to implementing partners or organizations for updating and acquisition of data available to the supervising position/organization (e.g. NMAA-National Mine Action Authority, MACC-Mine Action Coordination Centre).
• Create system for exchange of data between implementing partners for all data to be entered into the system by implementing partners and be synchronized in the supervising position/organization (e.g. NMAA, MACC).
• Install/update or manage the installation/upgrade of IMSMA and GIS on the computers of Mine Action operators.
• Be able to create, improve and maintain Quality Assurance and Control system on information management both at regional and HQ level.
• Assist and monitor the upgrade of the IMSMA system to the latest practical version in collaboration with GICHD- Geneva International Centre for Humanitarian Demining.
• Create tools to reflect the operations achievements and progress on different data sheets and maps.
• Train IMSMA staff from implementing partners to develop the management of available information and data received from the field.
• Deliver training to field staff, Operations and Quality Assurance Officers on the information management system for mine action.
• Perform other related duties as required.
A minimum of three years’ experience within relevant area of expertise.
• Minimum three years’ relevant professional experience within information management, information systems, web management, data management, geographic information systems & mapping, Info Graphics/data visualization, or Humanitarian Assistance and other related area is required.
• Relevant international field experience in a crisis management, disaster management, emergency management, humanitarian emergency or recovery context is required.
• Relevant experience within the UN system or an international humanitarian organisation is required.
•Experience within the mine action sector in an international organization or non-governmental organization in a complex emergency conflict or post-conflict setting is an advantage.
•Experience in mine action related data analysis, collection, and visualization systems, to include geographic information systems (GIS), within the UN common system is an advantage.
•Knowledge of mine action standards and norms, information management systems (e.g., IMSMA), and experience using Activity Info, Power BI, SharePoint ecosystem, Adobe Creative Cloud, Kobo Toolbox, ArcGIS online, Excel, R, and Power Automate applications is an advantage.
Bachelor’s Degree in IT, Computer Science or Journalism and Information.
EOD IMAS Level 1 certification, CMD 1, Land Release Concept is an advantage.
Well spoken and written English. A minimum of level B2 (Intermediate)
Knowledge in French, Spanish, Russian or Arabic is an asset.

Before registration on MSB's roster, you need to fill in a self-assessed health declaration. If you are recruited for an international mission, a medical examination must be carried out and the results must be approved by the MSB prior to employment. Certain diseases and conditions can preclude international deployment. The MSB roster contains a variety of professions and competences. A registration on our roster is initially for three years.

After this period, your registration will be evaluated and you may be offered an extended registration.
It is mandatory to participate in MSB introduction course for field staff before you are being deployed. The course, hosted by MSB several times a year, comes with a reduced salary during its duration.
Working with MSB on international operations means that you are temporarily employed by MSB.
MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
The basic salary for an IMSMA Officer is 65 596 SEK/month. You may receive a salary supplement if you have experience working in an international organization with very similar duties.
Those with resident abroad must pay special income tax for non-residents. The employer deduct 25 percent as tax and the employee avoids having to submit a tax return in Sweden.
