Civil-Military Coordinator to support Humanitarian Operations
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organizations for example the UN and the EU in crisis, conflicts or other disasters.
MSB is opening our roster for Civil Military Coordinators interested in working with us on Humanitarian Operations. When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
A registration on our roster is initially for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a Civil Military Coordinator, your main objectives will be to facilitate the dialogue and interaction between civilian and military actors in humanitarian emergencies that is necessary to protect and promote humanitarian principles, avoid competition, minimize inconsistency, and when appropriate, pursue common goals.
The mission length normally is six months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day.

MSB öppnar nu resursbasen för Civil Military Coordinator som är intresserade av att delta i internationella insatser inom humanitärt bistånd. En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser. Som Civil Military Coordinator är det vanligt att insatserna varar i cirka sex månader och att avresa sker inom 3 - 4 veckor.
Att delta i en insats som Civil Military Coordinater innebär i huvudsak att sköta dialogen och interaktionen mellan humanitära organisationer och militära aktörer som deltar i operationen. Även skydda och främja humanitära principer i en konflikfylld miljö.

As a Civil-Military Coordinator you are expected to:
• Serve as the primary focal point and advisor for civil-military coordination matters, advise on overall policy direction on specific issues and more generally review and provide advice on a diverse range of policy issues related to civil-military coordination and the safeguarding of humanitarian principles.
• Establish and maintain strong relationships and dialogue/coordination channels with the military and security forces. Ensure mutual exchange of information about ongoing humanitarian assistance issues as well as on each other's mandates, deployments and operations. Advise the military forces on international humanitarian coordination mechanisms.
• Establish and maintain contact with civilian humanitarian actors and serve as information channel and advocate for their issues with relevant military systems.
• Provide training/mentoring to international military/police liaison personnel.
• Assist and advice in the development of country-specific guidelines on civil-military relations.
• Monitor, analyze and report on any major accomplishments and progress.
• A minimum of 4 years´ of relevant professional experience within humanitarian assistance, civil military coordination or military experience is required.
• Experience from humanitarian organization interacting with internationally military force, or as a military officer with exposure to the humanitarian community through involvement in CIMIC is required.
• Experience in designing and delivering training to military, police and humanitarian personnel is desirable.
• International experience is required. Experience of working with the United Nations (UN) or non-governmental organisations (NGOs) is desirable.
Education in international relations, political science, law, management or a similar specific field of study. A first level degree, or military academy degree with advanced training and qualifying experience may be accepted in lieu of Master's degree.
Fluency in English is essential, both spoken and written.
Knowledge of French, Arabic or any other official UN languages is an asset.
• We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.
• Before registration on MSB's roster, you need to fill in a self-assessed health declaration. If you are recruited for an international mission, a medical examination must be carried out and the results must be approved by the MSB prior to employment. Certain diseases and conditions can preclude international deployment. • You must inform your regular employer of your potential assignment with the MSB.
• MSB operations are based on the needs of populations affected by crisis, and human equality. • A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.
• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

The MSB roster contains a variety of professions and competences. A registration on our roster is initially for three years. Before being considered for an assignment or training, it is mandatory to complete the MSB induction course. The course is for one week and hosted by MSB a couple of times every year.
Working with MSB on international operations means that you are temporary employees of MSB. MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
The basic salary for Civil-Military Coordinator is 64304 SEK/month. You may also receive a salary supplement, if you have experience from working in an international humanitarian organization with duties very similar to those of this position.
Persons resident abroad must pay special income tax for non-residents. The employer deducts 25% as tax and the employee avoids having to submit a tax return in Sweden.
