UCPM Expert for multi-year resilience project in Ukraine

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters. MSB has actively supported Ukrainian and multilateral partners with expertise, capacity development and materials already before Russia’s full-scale invasion of the country. In August 2024, MSB launched the project Strengthening Ukraine’s resilience -Mine Action and Rescue Services (MARS), funded by Sida, with the timeframe 2024-2027. The project has two components that have some common ground, but are thematically different and have partnership with different authorities in Ukraine. This recruitment is for component 1) rescue services, which builds on a partnership with the State Emergency Services of Ukraine (SESU).

MSB is now looking for a Union Civil Protection Mechanism (UCPM) Expert to support the implementation of the action plan that has been agreed with the partner organisation.

• If you are a resident of Sweden and hold a Swedish work permit, some of the work may be done remotely from home, with frequent travels to Kyiv.
• If you do not have Swedish residency or a Swedish work permit, the work must be carried out entirely in Kyiv.

It's a fixed term position during the projects first year of implementation with an estimated engagement of 50% of a full-time position, negotiable.The starting date is based on agreement with the project managers, but preferably as soon as possible.

MSB söker nu en Union Civil Protection Mechanism (UCPM) Expert som kommer stödja genomförandet av den handlingsplan som överenskommits med SESU.

• Om du är bosatt i Sverige och har ett svenskt arbetstillstånd kan en del av arbetet komma att utföras på distans hemifrån, med frekventa resor till Kiev.
• Om du inte har svenskt uppehållstillstånd eller svenskt arbetstillstånd måste arbetet utföras helt och hållet i Kiev.

Det är en visstidsanställning under implementeringsfasens första år med en beräknad tjänstgöringsgrad på 50% (förhandlingsbart). Startdatum enligt överenskommelse men förslagsvis så snart som möjligt.

Duties

The UCMP Expert plays a key role for the strengthening of SESU capacities focusing on processual, organisational and operational aspects of utilizing and working within UCPM with a specific focus on the UCPM approximation and developing Host Nation Support (HNS). Expected work assignments are:

- Support the development of SOP’s related to partner’s active participation in UCPM including HNS
- Guide the organization in aligning its structures with EU and international standards, ensuring interoperability with UCPM deployments
- Design and develop training curriculum, lesson plans and sessions on UCPM, HNS and other relevant areas
- Support the alignment of relevant policies, procedures and guidelines in line with the EU guidelines
- Foster collaboration between the organization and other relevant agencies to enhance readiness to provide and receive assistance under the UCPM
- Provide continious mentoring and support to SESU staff throughout the process
- Develop guidelines and reference materials to institutionalize UCPM knowledge within the organization as needed
- Advice on priority equipment support for enhancing UCPM capacity
- Ensure that cross-cutting perspectives such as gender equality, human rights and environment are integrated into the activities
- Contribute to identifying and communicating relevant learnings from the Ukraine experience back to MSB.
- Consolidate documentation and reporting from project activities
- Other work assignments might be discussed as/if required.

Qualifications

Experience

- At least 5 years of work experience in the fields of disaster risk management and civil protection
- Proven experience in civil protection, disaster response, or emergency management within an EU Member State, Participating State, or relevant international organization
- Knowledge of the EU Civil Protection Mechanism (UCPM)
- Demonstrated expertise in Host Nation Support (HNS), including for example logistics, reception, coordination, and facilitation of incoming assistance during emergencies
- Demonstrated expertise in setting up policies and procedures related to deployment of the response capacities within the UCPM framework
- Familiarity with the relevant UCPM legal acts, guidelines and best practices.
- Experience of planning and facilitating learning activities


Merits:
- Experience from development, certificiation and deployment of EU modules
- Experience from development of curriculum, lesson plans and training materials
- Experience of capacity development projects
- Direct experience with UCPM activations or HNS operations, either in a national, regional, or international capacity
- Understanding of integrating of cross-cutting issues, such as gender equality, human rights and environmental perspectives into CBRN work
- Good understanding of the Swedish experience of UCPM membership
- Working experience in Ukraine or the nearby region

Education

- Relevant education within crisis management
- Specific courses in organisational development and change management studies is an asset.

Languages

- Proficiency written and spoken English is a mandatory requirement.
- Ukrainian and/or Russian is desirable.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays monthly salary as well as a comprehensive allowances and benefits package to field staff on international operations. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
