Environment Technical Specialist UNDP Ukraine

MSB is currently looking for an Environment Technical Specialist for a mission with UNDP Ukraine in Kyiv. Duration 12 months with the possibility of extension. Start date as soon as possible based on availability.
The growing risks and impacts of climate change and the accompanying loss of ecosystem services requires the world to urgently invest in a new development paradigm. As the inter-linkages between development, climate change and ecosystem sustainability issues are increasingly understood, a re-thinking of traditional development assistance is required if it is to remain relevant to evolving human needs. UNDP has fully embraced this new development paradigm – an overall transition to a green economy - which can help countries continue to achieve development targets, while also meeting the needs of their citizens in the face of growing challenges of climate change and environmental degradation.
To address the beforementioned challenges, UNDP Ukraine Country Office aims to develop the Environmental Programme that will support the Ministry of Environment and Natural Resources of Ukraine and the Ukrainian Parliament to design and implement comprehensive policy in the area of environment building on existing experience and lessons learnt from the set of previous projects.
The designed Environment Programme will be fully aligned with the State Environmental Policy of Ukraine until 2030 and Environmental Security and Climate Adaptation Strategy. It will be mainly focused on implementation of SDG 12 “Ensure sustainable consumption and production patterns”, SDG 14 “Conserve and sustainably use the oceans, seas and marine resources for sustainable development” and SDG 15 “Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss”.
The Environment Programme would cover the following areas:
• Design of comprehensive policy framework to implement State Environmental Policy of Ukraine until 2030 including support of EU Accession
• Natural resources management (Water management, Land management, Biodiversity)
• Circular economy (including debris waste management)
• Green Finance
• Industrial pollution
• Climate change
• Disaster Risk Reduction
Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Under the supervision of the Programme Advisor / Head of the Policy and Programme Coherence Unit (PPCU) and in close coordination with the Programme Specialist / Team Leader of the Energy and Environment Portfolio, the Environment Technical Specialist would support in providing advisory services to the environment programming in UNDP Ukraine, which would include the re-envisioning of the Environmental Programme. This support will include the following:
• Analysis of the current Government framework in Environment as well as current UNDP in Ukraine portfolio of projects in this area.
• Support in designing of Environment Programme document, including robust Theory of Changes based on conducted analysis, programme strategy and expected results framework, including emphasis on of gender transformative nature of the programme and introduction of digital solutions and innovative finances as major enablers, alongside with the multi-year work plan and risks log, stakeholder engagement plan.
Key Duties and Accountabilities
• Provide general environmental protection advice to the Energy and Environment Portfolio.
• Strengthening on the existing UNDP Ukraine projects, identify the anchor projects for each focal area and structure further sub activities building on the results of current interventions.
• Analyze and identify the current state strategies and policies in a sphere of the environment to identify the GoU priorities.
• Analyze and identify the obligations under international conventions in a sphere of the environment, as well as the obligations under EU accession process.
• Conduct an analysis of the status of State Environmental Policy of Ukraine until 2030 implementation, with a particular focus on how the EU Environmental Policy is being implemented in the EU Member States. This includes identifying gaps, challenges, and opportunities for improvement.
• Develop a roadmap for the effective implementation of the EU Environmental Policy in Ukraine, ensuring that it aligns with the country's legal, environmental, and economic frameworks.
• Provide ongoing advisory services to the Ministry of Environmental Protection and Natural Resources of Ukraine and the Ministry for Communities and Territories Development of Ukraine regarding the Environmental Policy framework design and implementation. This includes offering recommendations on best practices, legislative changes, and the integration of EU standards.
• Support preparation of multi-year, multi-donor Environment Programme covering the focal areas of Natural resources management; Circular economy; Green Finance; Industrial pollution and Disaster Risk Reduction.
• Assist in the creation of financial mechanisms in the sphere of Environment, ensuring these mechanisms are effective and aligned with the EU policies.
• Organize and support stakeholder consultations relating to Portfolio activities.
• Review and provide feedback on technical outputs from projects' technical contractors.
• Provide technical backstopping to projects' selected pilots.
• Perform other relevant duties as maybe assigned by Programme Specialist (Team Leader), Energy and Environment Portfolio
A minimum of seven (7) years of practical experience in Environmental Policy design and/or implementation.
• Working experience in managing expert teams and/or working with Government, Parliament, civil society, private sector, international organizations in the format of direct contractual relations and/or in the format of joint participation in projects organized by such entities/institutions in environmental protection or related area.
• Examples of establishing programmes and projects in the sphere of environmental protection or related area.
At least master's degree in environmental management, Engineering Technology, Climate Change, Business, or other relevant area.
Proficient level of English is essential, both spoken and written.
Knowledge of Ukrainian is an asset.

Working with the MSB on international operations means that you are temporarily employed by the MSB. The basic salary for this position is 70 864 SEK/month. You may also receive a salary supplement (max 4000 SEK/month) if you have long experience working in international organizations with very similar duties.
Those with resident abroad must pay special income tax for non-residents. The employer deduct 25 percent as tax and the employee avoids having to submit a tax return in Sweden.
The MSB will also pay an additional expenses allowance of 5 820 SEK/month during the time you are working in the mission country. MSB pays for accommodation of appropriate standard and return travel, plus three home leave travel during the contract of one year. You will also receive a benefits package, ranging from access to psychosocial support,counselling from medical coordinators and insurances during the mission.
