Protection Officers to the MSB Field Staff Roster
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.
MSB is opening our roster for 10 Protection Officers interested in working with us on humanitarian operations. When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior a mission with us you need to conduct the MSB induction training.
A registration on our roster is initialy for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a Protection Officer, your main objectives will be to provide technical guidance and support on all protection-related issues, ensure the integration of protection strategies into operations, promote relevant legal and policy frameworks, and strengthen the capacity of authorities, partners, and communities to safeguard the rights and well-being of affected people.
The mission lenght normally is 6 months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day.

MSB öppnar nu resursbasen för Protection Officers som är intresserade av att delta i internatonella insatser inom humanitärt bistånd. En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser. Som Protection Officer är det vanligt att insatserna varar i ca sex månader och att avresa sker inom 3-4 veckor.
Att delta i en insats som Protection Officer innebär i huvudsak att ge vägledning i skyddsfrågor, bidra till att skyddsstrategier genomförs, främja tillämpningen av relevanta lagar och policys samt stärka myndigheters och partners förmåga att skydda drabbade människor.

As a Protection Officer you are expected to:
• Provide technical guidance and support to the organization and partners on all related protection issues.
• Facilitate a consultative process with government counterparts and partners to develop and implement comprehensive protection strategies addressing the the specific protection needs to the people in need.
• Support senior management to ensure that protection considerations are fully integrated into the Country Operations Plan.
• Promote relevant International, Regional and National Law, and ensure protection is mainstreamed across all sectors and clusters.
• Develop, implement and monitor community-based protection strategies, ensuring systematic integration in planning, programming and solutions.
• Contribute to the development and implementation of a child protection plan as part of the protection strategy within the AoR, ensuring programmes apply a systems-strengthening approach, and support the coordination of the design, implementation and evaluation of protection programming with implementing and operational partners.
• Build the protection capacity of national and local government, partners and civil society to assume their responsibilities in relation to all persons of concern through protection training, mainstreaming and related activities.
• Advise and capacitate national authorities, relevant institutions and civil society to strengthen legislation and status determination procedures and mechanisms.

• A minimum of 4 years of relevant professional experience in humanitarian assistance, specifically in the areas of internal displacement, human rights, or international humanitarian law, is required.
• Experience in working directly with Field Offices is required.
• Good knowledge of International Refugee and Human Rights Law, with the ability to apply relevant legal principles, is required.
• Excellent legal research, analytical skills and drafting abilities are required.
• International experience is required. Experience of working with the United Nations (UN) or non-governmental organisations (NGOs) is desirable.
A Bachelor’s degree in one of the following fields is required: International Law, International Human Rights Law, International Humanitarian Law, Political Sciences or other relevant field.
A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.
Fluency in English is essential, both spoken and written.
Knowledge of any other official UN languages is an asset.
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.
Before registration on MSB's roster, you need to fill in a self-assessed health declaration. If you are recruited for an international mission, a medical examination must be carried out and the results must be approved by the MSB prior to employment. Certain diseases and conditions can preclude international deployment. MSB operations are based on the needs of populations affected by crisis, and human equality. • You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.
• A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.
• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

The MSB roster contains a variety of professions and competences. A registration on our roster is initialy for three years. It is your responibility that your information on Mypages always is up to date during this period. Before being considered for an assignment or training, it is mandatory to complete the MSB induction course for Field Staff. The course is for one week and hosted by MSB a couple of times every year. During the course you are offered a smaller salary.
Working with MSB on international operations means that you are temporary employees of MSB. MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
The basic salary for Protection Officers is 62 910 SEK/month. You may also receive a salary supplement if you have experience working in an international humanitarian organization with duties very similar to those of the position for which you are selected.
Persons resident abroad must pay special income tax for non-residents. The employer deducts 25% as tax and the employee avoids having to submit a tax return in Sweden.
